naitat khalayopadisen navinitaya karhicit na stabdhaya na bhinnaya naiva dharma–dhvajaya ca
na — not; etat — this instruction; khalaya — to the envious; upadiset — one should teach; na — not; avinitaya — to the agnostic; karhicit — ever; na — not; stabdhaya — to the proud; na — not; bhinnaya — to the misbehaved; na — not; eva — certainly; dharma-dhvajaya — to the hypocrites; ca — also.
Lord Kapila continued: This instruction is not meant for the envious, for the agnostics or for persons who are unclean in their behavior. Nor is it for hypocrites or for persons who are proud of material possessions.
His Holiness Bhakti Caru Swami : So, verse 40 has been written on the board…
na — not; lolupaya — to the greedy; upadiset — one should instruct; na — not; grha-arudha-cetase — to one who is too attached to family life; na — not; abhaktaya — to the nondevotee; ca — and; me — of Me; jatu — ever; na — not; mat — My; bhakta — devotees; dvisam — to those who are envious of; api — also.

It is not to be instructed to persons who are too greedy and too attached to family life, nor to persons who are nondevotees and who are envious of the devotees and of the Personality of Godhead.
PURPORT by Srila Prabhupada
Persons who are always planning to do harm to other living entities are not eligible to understand Krsna consciousness and cannot enter into the realm of transcendental loving service to the Lord. Also, there are so-called disciples who become submissive to a spiritual master most artificially, with an ulterior motive. They also cannot understand what Krsna consciousness or devotional service is. Persons, who, due to being initiated by another sect of religious faith, do not find devotional service as the common platform for approaching the Supreme Personality of Godhead, also cannot understand Krsna consciousness. We have experience that some students come to join us, but because of being biased in some particular type of faith, they leave our camp and become lost in the wilderness. Actually, Krsna consciousness is not a sectarian religious faith; it is a teaching process for understanding the Supreme Lord and our relationship with Him. Anyone can join this movement without prejudice, but unfortunately there are persons who feel differently. It is better, therefore, not to instruct the science of Krsna consciousness to such persons.
Generally, materialistic persons are after some name, fame and material gain, so if someone takes to Krsna consciousness for these reasons, he will never be able to understand this philosophy. Such persons take to religious principles as a social decoration. They admit themselves into some cultural institution for the sake of name only, especially in this age. Such persons also cannot understand the philosophy of Krsna consciousness. Even if one is not greedy for material possessions but is too attached to family life, he also cannot understand Krsna consciousness. Superficially, such persons are not very greedy for material possessions, but they are too attached to wife, children and family improvement. When a person is not contaminated by the above-mentioned faults yet at the ultimate issue is not interested in the service of the Supreme Personality of Godhead, or if he is a nondevotee, he also cannot understand the philosophy of Krsna consciousness.
His Holiness Bhakti Caru Swami : So, Kapiladeva instructed his mother, Devahuti, about the science of self realization. The science of self realization means Krishna consciousness. The way to understand the self is by becoming a devotee of Krishna. Now, after instructing His mother, here He is telling ‘who are the people who cannot understand Krishna consciousness’. In last two verses that has been described. Who are the people who cannot understand Krishna Consciousness? In the previous verse it has been described : those who are envious, those who are agnostics. “Agnostics” means those who do not want to submit to any theological concept. Those who do not want to even consider the existence of God. They are not atheists but they do not want to believe in God. They are a kind of atheists, agnostics. ‘Those who are unclean in their behavior.’ What is the consideration of cleanliness? The cleanliness means those who are not sinful. Dirt is sin and cleanliness means those who are not dirty, those who are not sinful. What are the four legs of sin, on which sin stands ? Meat-eating, intoxication, illicit sex and gambling. Those who indulge in these four activities, meat-eating, intoxication, illicit sex and gambling, they cannot understand the science of Krishna consciousness. And those who are hypocrites. That means those who say one thing and mean another thing, those who are duplicit. And those who are proud of their material possession. They also cannot understand Krishna consciousness. Then in this verse he is talking about who should not be instructed about this process of Krishna Consciousness. Therefore those who are greedy and attached to family life and those who are non devotees and those who are envious to the devotees and envious to the Supreme Personality of Godhead. At the end of Bhagavad-gita Krishna also gave the same instruction to Arjuna: verse 67, Bhagavad-gita, who remembers ? idam te natapaskaya, this knowledge should not be spoken, to atapaskaya, atapaskaya means those who are not sense controlled, those who do not know tapasya. Atapaskaya. And those who are na-bhaktaya, those who are not devotees. na casusrusave, means those who do not have the tendency to serve the superiors. Those who do not want to serve the Supreme Personality of Godhead and His devotees. And those who are envious of the Supreme Personality of Godhead. Idam te, so at the end, this is the verse that comes after ‘sarva dharman parityajya’, verse 67, eighteenth chapter. Krishna says ‘sarva dharman parityajya’, this is the most intimate knowledge I am giving you. He told Arjuna : “sarva-guhyatamam bhuyah srnu me paramam vacah”. Jaya Sri Sri Radha-Madan-Mohan ki jaya! Jaya Sri Sri Krishna-Balarama ki jaya! Jaya Sri Sri Gaura-Nitai ki jaya!
At the end of Bhagavad-Gita Krishna is telling Arjuna… Just like Kapiladeva told His mother, here Krishna is telling Arjuna : “sarva-guhyatamam bhuyah srnu me paramam vacah” sarva-guhyatamam means the most confidential knowledge. sarva-guhyatamam bhuyah srnu me paramam vacah isto ‘si me drdham iti. Isto ‘si me meaning : “you are very dear to Me”. Drdham iti, very, very dear to Me. I am giving you this knowledge because you are very dear to Me. tato vaksyami te hitam, therefore I am giving this knowledge, I am speaking about this knowledge to you. This is the verse 18.64 of Bhagavad-Gita. And what is verse 65? Man mana bhava mad bhakta. What is the most important? Sarve guhyatamam ? What is the most confidential knowledge ? Man-mana bhava mad-bhakto mad-yaji mam namaskuru mam evaisyasi satyam te pratijane priyo ‘si me. Man-mana bhava, with your mind you think of Me. So, Krishna consciousness means what? To be conscious of Krishna. To be conscious of Krishna means to always think of Krishna. Always try to serve Krishna, mad bhakta, to become My devotee, that means always serve Krishna. Mad yaji : and worship me; mam namaskuru, surrender unto Me. Mad yaji, worship Me, and namaskuru means: offer obeisances unto Me. And in this way you will come back to Me. If you do that, there is no doubt about it. Mam evaisyasi satyam te, you can be absolutely sure that you will come back to Me.
“Pratijyane priyo si me.” Pratijyane, I am promising you. Krishna is giving the promise. You do that, then you will come back to Me. Here then, Krishna gives that very important instruction: sarva dharman parityajya mam ekam saranam vraja. Just surrender unto Me. Then I will deliver you from all your sinful reactions. But then after that Krishna is telling to Arjuna: idam te natapaskaya, don’t tell this knowledge, don’t give this knowledge, don’t impart this knowledge to those who are not sense controlled, those who are not prepared to perform austerities to make advancement in spiritual life. And what is the austerity in the age of Kali? What is the austerity? Eh? [answer not clear]Very good. To follow the four regulative principles. Those who are sincere in spiritual life, they will follow the four regulative principles. That is the austerity for this age.
In other ages austerity meant people had to go to the forest or go up on the Himalayas. No clothes, no bedding, no [unclear], just wearing a kopin, no clothes and go up in the Himalayas. How cold it is, freezing cold; no water heating, no room heater, no woolen garments, no lin clothes. Live there. And not only that. Stop eating, stop sleeping, stop drinking, we have heard this kind of austerities. Dhruva Maharaja, what kind of austerities did he perform at the age of six years old? Stop eating, stop drinking, stop breathing!
But in the age of Kali everything has become so simplified. So, just na tapaskaya, those who are not prepared to perform austerities, this knowledge is not meant for them and na abhaktaya, those who are not devotees of the Lord, it is not meant for them. kadaca na never, never it should be imparted unto them. Na ca asrasusyave Vacam na ca mam yo. Mam yo abhasuyate, abhasuyate means envious. Mam means unto Me, those who are envious unto Me. Krishna is telling that those who are envious.
Similarly, Kapiladeva, in Srimad-Bhagavatam, in these two verses are giving that same point. He is giving that same point. He is making it even more elaborate. What is He saying? He is saying that this instruction is not meant for the envious. That has been covered also. Na sususyave … and na yo mam abhasusyate… Those who are envious, those who are agnostics, and those who are unclean in their behavior, those who are hypocrits, those who are proud of their material possession, those who are greedy, those who are attached to family life, those who are non devotees and who are envious of the devotees and the Supreme Personality of Godhead.
By telling that what is Kapiladeva indicating? Kapiladeva is indicating that if you want to receive this knowledge, then get rid of these defects. If you want to be properly situated in your spiritual life, then become free from these defects. Because if you have these defects then this knowledge will not manifest in your heart. You will not be able to understand it; you will not be able to derive the proper benefit.

Bhaktivinod Thakur gives a definition of envy as to be delighted in others distress and to be distressed in others happiness. When we cannot tolerate others prosperity. That is envy. Alright? Actually in the material nature everyone, until and unless he becomes Krishna conscious, he is envious. Because they cannot tolerate Krishna’s opulence, therefore they want to possess those opulences of Krishna. Why Krishna has everything, why not me? Consciously or unconsciously. When they harbour this attitude, that’s why.That’s the reason why we are here. We did not want to be subservient to Krishna and provide for His delight. Therefore we came to this material nature.
There can be of two types, one is innocent, those who do not know about Krishna. People like to glorify. People are glorifying so many people in this age. Communists are glorifying Marx and Lenin. The democrats are glorifying Abraham Lincoln and George Washington. And some are glorifying Amitabh Bachan [laughter]. But the thing is that they are not aware of the Supreme Personality Who deserves the supreme glorification.

Very good point, yes. You see, that is due to the mercy of Chaitanya Mahaprabhu. Chaitanya Mahaprabhu is saying: “Give it to everyone”. Although Krishna said: ”Don’t give it”. Lord Kapiladeva is saying:”Don’t give it unless they are qualified”. But Chaitanya Mahaprabhu is saying, give it irrespective of their qualification. And Chaitanya Mahaprabhus servants are even more munificient. Prabhupada went out and distributed this knowledge to those who were absolutely hopeless Actually we all were absolutely hopeless. All these eight defects were perfectly manifest in us. But still, Prabhupada’s mercy delivered us.

As I mentioned in response to her question. Mahaprabhu said, “Irrespective of their qualities, give it to everybody. And that’s what we are doing in Iskcon. Distributing books and giving the knowledge to everybody. Some people’s life are changing by that. Although in the beginning they may have been unclean and defective …. But by the mercy of Chaitanya Mahaprabhu and Srila Prabhupada, they are getting this knowledge and improving themselves. Okay?
